Tables outside of pubs are rather common, and it's not just to enjoy lovely weather when it happens: they can't smoke inside the pubs now, so they have these tables for the patrons to smoke at. They can't put umbrellas or canopies over them, though: that'd "make them an enclosed space" so they couldn't smoke there.
